Added functions to get and set the execution parameters for a test case in a test plan. Tested working w/ and w/o platforms.

Thanks for your help. The idea in the future is to dismiss the XML-RPC API In favor of REST API. |

Dear TestLink maintainers,
proposing two API functions for review:
- getTestPlanItemParams
- setTestPlanItemParams
allowing to get and set the execution parameters for test case already in the test plan:
- "executionorder"
- "urgency"
Tested working for both plans with and without platforms.
In case the test case (version) is not yet in plan, these functions are refusing operation, in these case use the "add..." function, but in case the test case (version) is already in the plan hoping you find these functions helpful as well.
